Description

Reporting to Manager of Quality, Risk and Clinical Information, the Quality Improvement Decision Support Specialist (QIDSS) specializes in supporting the organization’s information and analytical needs including, but not limited to, clinical activity (quality, utilization, wait list), benchmarking, forecasting, clinical indicator development and worker metrics analysis.

 

The QIDSS analyzes, interprets, and reports clinical and statistical information on a routine and ad hoc basis to support evidence based clinical decision making, process improvement activities and strategic problem solving to clinical and non-clinical teams within the organization. The QIDSS will focus on data quality, integrity and systems maintenance while providing staff support, training, and access administration for the clinical database.

 

The QIDSS will contribute to the development and completion of balanced scorecard metrics, quality reporting, ministry reporting, and, as required, to other routine and special reports to support the program management, senior management, and Board.

 

Qualifications

  • Bachelor’s Degree in an applicable field required (Business Administration, Statistics, Health Sciences or Information Management) or equivalent education and experience may be considered
  • Project Management Certification required (PMP Certification or CAPM Certification)
  • Minimum of five (5) years of progressive experience working in decision support, or performance measurement strongly preferred
  • Advanced proficiency in Microsoft applications including Excel (pivot tables, formulas, etc.), Access DB (build tables, write queries, generate reports), MS Teams and PowerPoint
  • Experience with the extraction and manipulation of data using Microsoft SQL
  • Knowledge of health care reporting requirements (eg., OHRS and MIS guidelines) preferred
  • Certification with the Canadian Health Information Management Association (CHIMA) is considered an asset
  • Prior experience with clinical datasets, data submission and reporting tools (eg. CIHI, HIT, IAR, SHIIP, Catalyst, OPOC, etc.) is considered an asset
  • Prior experience in a clinical information system, particularly Meditech, TREAT, Telus PS Suites, is considered an asset
  • Prior experience in working with business intelligence (BI) tools is considered an asset
  • Adhering to confidentiality and privacy requirements for sensitive financial and clinical information
  • Strong communications skills, oral and written, for the effective explanation of complex data-based concepts into plain language
  • Demonstrated experience leading and championing large scale transformational change through the engagement with stakeholders and grounded in data management best practices and a quality improvement lens
  • Demonstrated commitment to ongoing continuing education and professional development
  • Results oriented Fosters continuous improvement and works towards continually achieving excellence
  • Demonstrated proficiency in quantitative analysis and report writing skills
  • Effective critical thinking skills
  • Previous progressive responsibility in a supervisory/leadership role
  • Knowledge of and previous experience working in a unionized environment and effectively operating within the context of multiple collective agreements
  • Demonstrated reliable attendance record
